DISPERSION, the same as, SEDATION, or REDUCTION is an acupuncture technique devised to reduce/lessen an excessive, elevated, hightened, or in some respect, acute or abnormal condition.

It is a technique by which a practitioner attempts to return the body to its original state of balance/health, by dispersing/reducing a point, or several points on one or several channels, all of which will alleviate the excessive condition (e.g. infection, systemic chronic problem, or a sudden, temporary indisposition).

Sedation/Dispersion/Reduction consists of manipulating the needle after insertion. The needle can be pulled out partly after complete insertion, then it can be twirled from left to right, or right to left, then again inserted fully. Pulling the needle in and out and twirling it from side to side releases a great deal of Qi (energy).

Releasing of energy is an important factor in affecting acute conditions. Reduction of Qi is a kind of 'surgical procedure on an energy level'. Many practitioners believe in a precise number of 'turns to the right or left' when dispersing a point, in order to treat a particular condition.

All of the acu-points on the feet, in the two featured images, are often manipulated as well as tonified.
